On 21 September 2025, Portugal officially recognised the State of Palestine, as announced by Foreign Affairs Minister Paulo Rangel at Portugal’s Permanent Mission to the United Nations in New York. The move aligns with Portugal’s long‑standing foreign policy and its support for a two‑state solution. Minister Rangel also called for an immediate ceasefire, the release of hostages, and condemned the expansion of Israeli settlements in the West Bank. On the same day, the United Kingdom also recognized Palestine. Prime Minister Keir Starmer said
This move is meant to keep the idea of peace alive, especially as violence in Gaza continues.
He made it clear that the recognition does not support Hamas and that the group should not be part of any future Palestinian government.
The UK had already said it would recognize Palestine in September unless Israel met certain conditions. These included: stopping attacks in Gaza, allowing aid into the region, not expanding territory in the West Bank, and being open to peace talks. Portugal had also been planning its decision and held discussions with its president and major political parties before going ahead.
Portugal’s Foreign Minister repeated his concern about the suffering in Gaza. He called for peace, the release of hostages, and more help for people in need. In the UK, Prime Minister Starmer said
The recognition was based on the 1967 borders and that Israel must stop further land takeovers. He stressed the goal is to restart peace talks between both sides.
Palestinian leaders welcomed the decision and called it a major step forward. They said it gives hope that more countries will follow. Israel strongly opposed the move. Its Prime Minister, Benjamin Netanyahu, said
The recognition could hurt peace efforts and reward violence. Israeli officials warned it might make future talks harder.
At the same time, countries like Canada and Australia also recognized Palestine, showing a larger shift in how Western nations are thinking about the conflict.
Portugal and the UK both say this recognition is just the beginning. Portugal is working with its international partners to move forward, while also continuing talks inside the country. The UK says
It still expects certain steps from Israel, like a ceasefire and better aid access in Gaza. The world will be watching to see if these recognitions help move toward peace or create more tensions.
