Pakistan has moved three major international airports into its airport outsourcing and privatisation programme, with Islamabad International Airport now included alongside the airports in Karachi and Lahore.
According to the latest government clarification, Islamabad International Airport has been brought into the active privatisation programme, in line with the ongoing process for Jinnah International Airport, Karachi, and Allama Iqbal International Airport, Lahore.
The development means the country’s three largest international airports are now part of the same process aimed at bringing private-sector participation into airport management and operations.
The airports currently included in the programme are:
| Airport | City |
|---|---|
| Islamabad International Airport | Islamabad |
| Jinnah International Airport | Karachi |
| Allama Iqbal International Airport | Lahore |
The government says the objective is to improve efficiency, service delivery, revenue generation, infrastructure upgrades, and investment in the aviation sector.
Islamabad International Airport is the latest major airport to be formally placed in the active privatisation programme.
The Privatisation Commission has clarified that Islamabad’s inclusion does not mean the airport has already been leased or handed over to any foreign government or company. It said the process is being pursued under a competitive framework.
The clarification came after reports suggested that a possible lease arrangement involving Islamabad airport had been cancelled. The government rejected those reports as misleading and said no such lease agreement had been signed.
The outsourcing of the three airports is expected to proceed through open competitive bidding.
This means local and foreign investors may participate in the process, subject to the terms and requirements set by the authorities. The government has said the move is intended to attract credible private-sector investment while improving airport services and operational standards.
Karachi and Lahore airports were already part of the ongoing process, while Islamabad has now been added to the same active programme.
Pakistan has been pursuing privatisation and outsourcing plans for several state-owned assets and services as part of wider economic reforms.
For airports, the stated goals include:
Officials have said the airports will remain subject to regulatory oversight, while private participation is expected to improve management, services, and commercial operations.
For now, passengers should not expect any immediate change in airport entry, flight schedules, immigration procedures, or airline operations because of the announcement.
The inclusion of the airports in the privatisation programme is part of a policy and bidding process. Any operational change would depend on the completion of bidding, selection of successful parties, agreements, and implementation timelines.
The three airports included in the programme handle a major share of Pakistan’s international passenger traffic, making the process important for airlines, passengers, investors, and the country’s aviation sector.
