Punjab has introduced a new driving permit system for teenagers aged 16 to 18, allowing eligible young riders to legally operate limited-category motorcycles and scooters under official rules.
The new permit is aimed at regulating underage riding across the province and bringing young motorcycle users into a documented traffic system. Teenagers who meet the eligibility criteria will be allowed to ride motorcycles or scooters up to 125cc after completing the required process.
Under the new rules, applicants must provide a Smart NIC or B-Form along with written consent from a parent or legal guardian. The permit will be issued only after the applicant clears the required traffic signs test and road test.
The juvenile driving permit is available for teenagers between 16 and 18 years of age. Applicants must complete the registration process through the relevant traffic police system and submit the required identification documents.
Parental or guardian approval is mandatory. Without written consent, teenagers will not be allowed to apply for the permit.
The permit does not allow teenagers to drive all types of vehicles. It is limited to:
Teenagers holding this permit will not be allowed to drive cars, heavy bikes, commercial vehicles, or any vehicle beyond the approved engine limit.
The annual fee for the juvenile driving permit has been set at Rs500.
Before receiving the permit, applicants must pass:
The testing requirement is intended to ensure that young riders understand basic traffic rules before using public roads.
Teenage riders issued permits will be required to follow standard road safety rules. These include wearing a helmet, using side mirrors and indicators, obeying traffic signals, and following speed limits.
Authorities may cancel the permit in case of repeated violations or serious traffic offences.
The move comes as Punjab continues efforts to improve road safety and reduce illegal underage driving. Motorcycles are widely used by students and young commuters, but many teenagers currently ride without formal permission or traffic awareness.
By introducing a controlled permit system, the government aims to make young riders more accountable while ensuring they receive basic testing before being allowed on roads.
The new system is expected to help traffic police monitor teenage riders more effectively and encourage safer road behavior among young commuters.
